    Abstract
    This research is motivated by the demands for improving licensing services through the creation of good and clean governance which is then developed through a technology-based service system or often known as e-government. One of the application innovations to improve technology-based public services is the Sleman Online Licensing System (SINOM). The SINOM application is an innovative application that was created and developed for the process of providing online licensing services in the midst of the Covid-19 Pandemic, especially Business Land Use and Utilization Permits (IPPT) by the Sleman Regency Integrated Investment and Licensing Services Office (DPMPPT). Business IPPT is the legality or granting of permits for a business that is given as a basis for using and/or utilizing land for carrying out business activities and for residential houses. This study aims to: (1) Find out how the implementation of information technology-based licensing is carried out, especially in IPPT Business licensing in the DPMPPT of Sleman Regency. (2) Knowing what are the supporting factors and inhibiting factors in the implementation of information technology-based licensing for IPPT Business licensing in the DPMPPT of Sleman Regency. This type of research is descriptive research using a qualitative research approach. Informants were determined by purposive sampling. Then data collection techniques with interviews, observation, literature study, and documentation. This study uses George Edward III's implementation theory with four indicators which include: (1) Communication; (2) Resources; (3) Disposition; and (4) Bureaucratic Structure.
