Implementasi Peraturan Walikota No.79/2010 Tentang Pembatasan Usaha Waralaba Minimarket di Kota Yogyakarta
Abstract
Franchise minimarket is a type of modern retail which development is the most rapid in Indonesia. It increases almost 126% in 2005-2009. This situation causes the penetration of modern retailer to press the traditional retailer with limited capital. The City Government of Yogyakarta addressing this matter with Yogyakarta Mayor Regulation No. 79 Year 2010 about the limitation of franchise minimarket. However, the implementation of the Yogyakarta Mayor Regulation is still lacking, because there are still infraction, for example the existence of franchise minimarket which is inappropriate with the determined space of the road, within <400m from the traditional market, the existence of the franchise minimarket > the determined quota in several subdistrict area, and some franchise minimarket which is unlicensed. This study is conducted through qualitative descriptive approach, with data collection technique through: interviews, observation, and analyzing documents. The researcher uses the theory by Mazmanian and Sabarier as the background to analyze the factors that have impacts in the implementation of the Yogyakarta Mayor Regulation No. 79 Year 2010. These factors are: 1).tractability of the problems; 2).ability of statute to structure implementation; and 3).nonstatutory variables affecting implementation.
