dc.descriptionPoor population in rural area tend to be more bigger if it is compared with urban area. Implicity this data says that population focuses on agraris sector is poor than others. This condition happened because Indonesian peasant have equally characteristic limitation.They are the limitation of production tools, land ownership, financial capital, information and technology, marketing and production infrastructure.In this research, the writer measure the effectiveness of empowering progamme with out put and out come indicator DPM programme. Formal evaluation to this empowering policy are carried out by joining between quantitative qualitative approaching.Quantitative data are gathered by using survey method through questionnaire while qualitative data are gathered by interview, observation and document analysis. Based on analysis result, the researcher concluded that the effectiveness empowering programme of peasant throuhg DPM programme have high quality, the same with planning programme of out put as well as out come. But in accordiance with the quantity, the empowering effectiveness fishery peasant programme is still low because only reach less than 50 % from KPI which has been noted in fishermen family profile at Sleman, even less than 10% from all fishermen at Sleman regency which has the total of 28,075 person.en_US
